Is Indoor Playground Foam Fire Retardant? What the Fire Marshal Actually Checks

One of our clients had his soft-play structure cleared on the structural side and still could not get an occupancy sign-off for a 5,500 sq ft center. The fire marshal asked for one document: a flame-spread report for the foam and the vinyl skin, tied to the material. He had the equipment safety paperwork and a supplier line that read "fire retardant materials," but no lab test. The center opened about five weeks late while the report was chased down.

In a commercial building open to the public, the foam and vinyl in soft play have to meet a flame-spread class - most often Class A, a Flame Spread Index of 0 to 25 under the ASTM E84 test. The proof a fire marshal wants is a third-party lab report written against the specific material, not a "fire retardant" line on the spec sheet.

Does the foam in an indoor playground have to be fire retardant?

In a commercial space open to the public, yes. The interior-finish rules in the International Building Code and the International Fire Code, and NFPA 101 where it applies, reach the soft materials inside a play structure the same way they reach wall panels and seating.

The foam pads, the vinyl skin over them, and the safety netting are all combustible surfaces in a room full of children, so a fire marshal treats them as finish materials that have to carry a flame-spread rating. Cal TB 117 is the California foam test many buyers hear about; markets on EN standards run their own flammability testing on the same components. A residential-grade foam block that never saw a commercial flammability test can be perfectly comfortable and still fail the room it sits in.

What fire rating does soft play foam need?

Most public interiors are held to Class A, the top tier of the ASTM E84 surface-burning test. E84 measures two things: how far and fast flame spreads across the surface, reported as a Flame Spread Index, and how much smoke it produces, reported as a Smoke Developed Index.

Class A is a Flame Spread Index of 0 to 25 and a Smoke Developed Index of 0 to 450. Class B runs 26 to 75. Class C runs 76 to 250, and above 250 the material is not rated for these spaces at all. Schools, theaters, restaurants, and public play areas are the settings where local code usually names Class A.

The rating is a property of the exact material, not the category. Two foam blocks that look identical can test a full class apart depending on whether the foam was formulated or treated to slow flame spread and hold down smoke. The report is written against a specific product, which is why a general "fire retardant" claim and a Class A test result are not the same statement.

Why is fire sign-off separate from the ASTM safety certificate?

They test different failures. An ASTM F1487 or F1918 review asks whether the structure is built safely - entrapment gaps, fall heights, sharp edges, guardrails. A flame-spread rating asks whether that same structure will burn.

A center can hold a clean structural certificate and still be turned away at occupancy because no one produced a fire report for the foam and vinyl. The two approvals come from different authorities and land as different documents: the structural certificate from the equipment side, the fire sign-off from the local fire marshal as part of the occupancy permit. How do you prove the foam is actually flame-retardant?

With a third-party lab report that names the material and the test. The document that satisfies a fire marshal is an ASTM E84 result, or the local equivalent, tied to the model or material lot and issued by an accredited laboratory. A logo on a brochure and a "fire retardant materials" line on the sales quote are not that document.

The same principle runs through every safety paper worth keeping: the certificate number and the lab behind it carry the weight, not the badge. Operators who keep the test reports, material certificates, and the fire-marshal inspection record in one file tend to clear licensing and insurance review faster, since those certificates are often what the license and the policy are conditioned on. Reading a certificate number rather than a logo is part of reading a quote.

Does the material spec change the fire story?

It changes what you are testing and how long the tested material stays in the room. The foam density and the vinyl thickness that decide how a soft-play surface wears - 80-density EVA against a lighter 40 to 50, 0.45mm PVC against 0.35mm - are the same components the flame-spread report is written against.

A thin, low-density surface replaced every few years means the fire documentation has to be re-established each time the material changes out. A surface that survives full commercial traffic for years keeps the same tested material in place. Cheaper by 15 percent and replaced in year four is not cheaper, and on the fire side it is a second round of paperwork as well.
